Set up a parking lot

Shopping center accessible parking minimum count. Shopping centers/facilities with at least 5 separate retail stores and at least 20 off-street parking spaces must designate and clearly mark for the handicapped a minimum of 5% of such spaces or 10 spaces, whichever is less.

Accessible parking space location and distribution. Designated handicapped spaces must be located as close as reasonably practicable to the shopping center facility and reasonably distributed to provide convenient access for handicapped drivers.

Handicapped parking sign - ISA and mounting height. Designated handicapped spaces shall include conspicuous and permanently installed above grade signs displaying the international symbol of access, positioned from the parking space surface at a height of not less than 5 feet nor more than 7 feet; blue painted lines or markings may also be used.

Handicapped parking space and access aisle width (VTL). Upon creating, or repaving/repainting more than one-half of, an off-street parking lot or garage (or the designated handicapped spaces), the size of designated handicapped parking spaces and access aisles each shall be at least 8 feet wide.

Access aisle "No Parking Anytime" sign. Access aisles shall be clearly designated with conspicuous and permanently installed above grade signs reading "No Parking Anytime", positioned from the access aisle surface at a height of not less than 5 feet nor more than 7 feet.

Access aisle diagonal striping. Access aisles shall be marked with diagonal stripes.

Fine for failure to provide handicapped spaces. A shopping center owner with at least 5 retail stores and 20 spaces who fails to provide and clearly mark handicapped spaces is punishable by a fine up to $250.

Penalty for parking in handicapped space/aisle without permit. A person parking in spaces clearly marked for the handicapped without a valid permit/registration, or in a handicapped parking access aisle, is subject to a fine of $50-$75 for the first offense and $75-$150 for a second offense within two years in the same municipality.

Accessible parking space count table (Building Code). Where parking is provided, accessible parking spaces shall be provided per Table 1106.1: 1-25 spaces=1; 26-50=2; 51-75=3; 76-100=4; 101-150=5; 151-200=6; 201-300=7; 301-400=8; 401-500=9; 501-1,000=2% of total; 1,001 and over=20 plus one for each 100 (or fraction) over 1,000.

Access aisle width 8 ft and aisle sign (NY amendment). Accessible parking spaces shall conform to ICC A117.1 except that spaces shall be provided with access aisles at least 8 feet (2440 mm) wide, and each access aisle shall be provided with a sign in accordance with Section 1111.5.

Van-accessible parking space ratio. For every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space.

Location on shortest accessible route. Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance; where a facility does not serve a particular building, on the shortest route to an accessible pedestrian entrance; and where buildings have multiple accessible entrances with adjacent parking, spaces shall be dispersed near the accessible entrances.

Hospital outpatient facility accessible parking. At least 10 percent, but not less than one, of care recipient and visitor parking spaces serving hospital outpatient facilities shall be accessible.

Rehabilitation/outpatient physical therapy accessible parking. At least 20 percent, but not less than one, of care recipient and visitor parking spaces serving rehabilitation facilities specializing in mobility-affecting conditions and outpatient physical therapy facilities shall be accessible.

Group R-2/R-3/R-4 accessible parking percentage. In Group R-2, R-3 and R-4 occupancies required to have Accessible, Type A or Type B dwelling/sleeping units, at least 2 percent, but not less than one, of each type of parking space provided shall be accessible.

Multiple parking facilities calculated separately. Where more than one parking facility is provided on a site, the number of parking spaces required to be accessible shall be calculated separately for each parking facility.

Temporary handicapped parking permit validity. A municipality may issue a temporary special vehicle identification parking permit to a person temporarily unable to ambulate without an assisting device (as certified by a physician / healthcare practitioner); such permit shall be valid for not more than six months and shall be recognized statewide.

Permit marking of driver's license digits. A city, town or village issuing a permit shall indelibly inscribe or mark on the face of the permit the last three digits of the identification number of the driver's license or non-driver identification card of the person to whom the permit is issued.
